USEF’s Expanded Focus on Equine Welfare

The United States Equestrian Federation has made horse welfare a priority across multiple fronts, from rulebook updates to education and outreach.

Updated Welfare Rules and Reporting

USEF has strengthened its regulatory framework to help protect horses both in and out of competition. Its expanded rule GR838 now addresses cruelty, abuse, and unethical treatment of horses, and encourages members to report concerns when they arise.

On top of this, the federation is publishing a new series of Horse Welfare Guidelines that use a “stoplight” framework to help riders and trainers distinguish acceptable vs. concerning vs. unacceptable practices when interacting with horses.

These kinds of educational resources empower equestrians at every level to make welfare-first decisions.

Education and Research Programs

In response to the tragic death of Chromatic BF in 2024, USEF announced several initiatives aimed at learning and prevention. These include:

  • Revising its Horse Participation Consent Agreement
  • Creating a continuing education program for USEF team veterinarians
  • Establishing a new education and research fund in Chromatic BF’s name focused on improving understanding of sport horse welfare.

This shows a shift toward not only enforcing rules but also investing in knowledge and science that benefit horses long term.

Community Outreach and Welfare Support

Beyond elite sport, USEF’s Community Outreach Organizations Program highlights groups across the United States that provide equine-based learning, therapy, and community support programs. These organizations, which must meet specific welfare standards, are part of a growing movement to ensure horses enrich lives in safe, ethical environments.

Global and Cross-Sector Welfare Efforts

While USEF plays a major role in the U.S., other organizations also contribute significantly to horse welfare.

International Sporting Bodies: FEI Welfare Strategy

The Fédération Equestre Internationale (FEI), the global sport governing body, approved a new Equine Welfare Strategy Action Plan that establishes clear priority areas and funds to improve horse well-being worldwide.

This plan focuses on issues like physical and emotional stress, tack and equipment, accountability, and reducing the masking of health problems, signaling a comprehensive approach to welfare at the international competition level.

Equine Welfare Charities and Industry Support

Charitable organizations also play big roles. For example, the EQUUS Foundation recently awarded more than $318,000 in grants to equine charities nationwide, supporting rescue, rehabilitation, re-homing, retirement, and equine-assisted services.

These funds directly enhance the lives of horses outside the sport as well as supporting programs that help humans through horses, a beautiful example of welfare in action.
